If there is an event, contest or some kind of group which uses a hashtag, go ahead and use it too!
People will see your tweet, and if they like it, they will either follow you, or reply.
If they reply, then you can start a small conversation and more than likely they will become a follower of yours.
I know if I see something trending on twitter which uses a hashtag, I click that hashtag to see what others are saying about the particular topic.
